In reply to your letter of the 15th ultimo forwarding copies of correspondence regarding the resignation by Commodore Church, R.N., of his seat on the Local Defence Committee at Hong Kong, I am directed to express Mr. Secretary Stanhope's general concurrence in the views expressed by Lord Knutsford as to the admission of Naval Officers of high rank to our Military Defences, and especially of those who are actually members of the Local Defence Committee.

With reference to the case at present in question, the Officer Commanding the Troops at Hong Kong had already brought the circumstance to the Secretary of State,
